EXPANSION OF AUTHORITY TO PROVIDE MENTAL HEALTH AND OTHER SERVICES TO FAMILIES OF VETERANS
1. Purpose. This Information Letter provides clinical guidance on the expanded authority for the Department of Veterans Affairs (VA) to provide mental health and other services to members of a Veteran’s immediate family, the legal guardian of a Veteran, or the individual in whose household the Veteran certifies an intention to live (“eligible individuals”). Formal regulations with specific guidance implementing the legislation will follow.
2. Background. This expanded authority was enacted as part of Public Law 110-387: Veterans’ Mental Health and Other Care Improvements Act of 2008 (the “Act”), which was signed into law on October 10, 2008. Section 301 of the Act amends title 38 United States Code (U.S.C.)
§ 1701(5)(B) and 38 U.S.C. § 1782(a) and (b).

VA Secretary Addresses Traumatic Brain Injury Conference
WASHINGTON – Recognizing the longstanding, integrated collaboration shared by the Department of Veterans Affairs and Department of Defense, VA Secretary Eric K. Shinseki gave the keynote address Monday at the fourth annual Traumatic Brain Injury (TBI) Military Training Conference here.
“We--DoD and VA--simply cannot afford to be less than aggressive in our effort to identify, treat and rehabilitate TBI victims,” Shinseki told the approximately 1,000 military, VA and civilian health care workers at the conference sponsored by the Defense and Veterans Brain Injury Center (DVBIC).

ENROLLED VETERANS INTAKE AND REGISTRATION
1. PURPOSE: This Veterans Health Administration (VHA) Directive provides policy governing the Intake and Registration processing of enrolled Veterans seeking services at new Department of Veterans Affairs (VA) sites of care.
2. BACKGROUND: Public Law 104-262, The Veterans Health Care Eligibility Reform Act of 1996, required that VA establish an enrollment system to help manage its health care delivery system. Enrollment in the VA health care system provides Veterans with the assurance that comprehensive health care services will be available when and where they are needed during that enrollment period. In addition to the assurance that services will be available, enrolled Veterans are not required to repeat the enrollment application process, regardless of where they seek their care or how often.
